From the videos it looked as if they were trying to harass/attack an officer on horseback! I mean ...if they aren’t even afraid of that ...

Well, the gangs are coming up from the south side and the west side, infecting a wealthy part of the city. In the past they have known their place and their boundaries beyond which they didn’t cross.
Now, because we’re so liberal, so apologetic towards Negro youth, due to liberal angst over the legacy of slavery and Jim Crow laws, we are unable to deal with this.
The youth gangs are becoming emboldened. If they see they can go to the near north side, cause mayhem, and face no consequences for venturing out of their territories, they may well spread and infect other decent neighborhoods too. What or who will stop the gangs if they discover they can go to nice areas and behave in their feral manner????
