In the first place, the same thing happened in Texas during the Hurricane Rita evacuation. I was part of a three-car family caravan heading to Canyon Lake from Galveston County. We were keeping touch with each other by cell phone. Worked fine in the early morning, but after about 11:00 am we couldn’t get calls through. (Text messaging worked though.) We later discovered the whole city of Houston was doing a reverse “Runaway Scrape” after the idiot mayor called for a voluntary evacuation. People in the 1960 area on the northwest side were bugging out to “escape” the storm surge. Brought the cell system to its knees.
Second — you’ld have to assume that someone high enough in law enforcement to be heard would actually be quick-witted enough to think of it - in real time, under pressure, without going to the boss’s boss’s boss for permission first. You don’t get that high in the government without perfecting the fine art of not taking responsibility.
