That doesnt mean it wont burn but its very difficult to ignite under any reasonable circumstance such as a dropped cigarette. Something served as an accelerant. Flammable liquor? Possible. High-proof liquor dropped onto fabric while somebody was smoking. Cigarette embers ignite fabric. Panic ensues.
