I agree that he could have shot them to stop the attack. But once the attack ended it is not a legal use of a firearm to shoot people as they are running away.

No, you're not. And it isn't a matter of "rules," it is a matter of law. You shoot someone running away from you and the law will crucify you, charging you with murder. The law protects you only in the instance of self-defense. You know that but I'm wondering about the others.
