Rubio meets and passes the test regardless.
His parents were not
1. Foreign heads of States or Diplomats
2. Illegal Foreign occupiers or at war with the US
3. Born on a reservation
4. Committed acts of treasons
Rubio is at least a 14th amendment citizen. He might be considered to be a "natural citizen" if you stretch the definition pretty far. Had his father naturalized before he was born, it would be a slam dunk, but his father apparently hadn't yet given up hope of going back to Cuba.
Besides, we're talking about Cruz, not Rubio.
They were also not US citizens and therefore he is not eligible.
