Perhaps he can’t afford a dog crate or cage; perhaps he considers a chain more humane than either option.

In either case, the cops deliberately stormed an innocent man’s house and killed his dog.

THAT is the crime here.

Here are relevant questions: did they know a veteran resided there? If so, was his military service the *reason* he was targeted?

They are pricey and I get the feeling that this man wasn’t rolling in money. Plus, I had a friend who would use a long leash on her dog in the kitchen. The reason? Simple.. the rest of the house was carpeted. The kitchen had linoleum... thus, it was easily mopped. If her work look like it was going to be possibly extended by an hour or two, she would use a long leash so the dog had freedom of movement and if she soiled... it was easily mopped up.
