that'd be real fun in the snow...That looks like a very basic knockoff of the Toyota i-Road electric vehicle.
It has so-called “active lean” technology to keep such a narrow vehicle stable in turns. It’s sort of cool in a Tron-like way, the Toyota concept is at least.
