Tracey Hayes is not the first victim of over-zealous council officials.
Earlier this week it emerged a woman was fined £75 after she fed a piece of pastry from a pasty to a pigeon and then binned the packet in Bolton town centre.
The council has since backed down over the fine. In 2009, Vanessa Kelly, 26, was fined £75 for feeding bread to ducks with her toddler in Smethwick, West Midlands.
The year before, Sarah Davies was issued with a £75 fine for dropping a piece of sausage roll while feeding it to her young daughter.
A judge hearing her appeal in Hull later threw the case out

We just use a paper shopping bag to put it in...easy enuf with a little forethought.
Might build a few Lab puppies from the fur.

Uh, hair is a natural substance. Many animals use it in their nests. Furthermore, virtually all furry animals shed hair, so nature is full of it.

I dont consider pet hair to be litter.
When I brush my cats I put the hair out for the birds to use as nesting material.
The birds do use the hair. I have found nest blown out of trees after a storm with the cat hair incorporated in to the nest.

We do have to be careful, although I agree about pet hair. I also feel that way about food items — we throw bread and bad fruit into the woods for the animals to eat.
But dog poop is also natural, and I don’t want it left lying around in parks. I do think bagging it up and throwing it away to be buried in landfills is a waste though.

Have a good sized piece of land and a large compost pile where I dump my doggy do.
He pretty much dumps exclusively in my yard.
