How do the cops know what he barked was harrassing? He may have been saying “Hello fine fellow, are you having a nice evening?” in dog language. Maybe Doctor Dolittle could be an expert witness. (The courtroom scene in the musical was hilarious)

If a cop shoots your dog for no reason it is just too bad. If you were to shoot a cop’s dog you would probably be charged with murder.
Woof woof and go to jail. Have your dog shot by a cop , just tough s..t.

Teasing animals is dumb.
However I have been walking past a car minding my own business when all of a sudden out of nowhere a dog would hit the window growing like crazy and almost scare the pee out of me. Police have their dog in the car for a reason, but most dogs would just as soon stay home. Why don’t people leave them there instead of in their cars with the windows rolled up.

As juvenile as the conduct may be it is NOT
illegal and the officer is the criminal for
abusing his authority.

Hell, he or she can shoot you anytime it pleases him/her. And after filling you full of holes, just say, " I was in fear of my life."
This day and age, it is best to stay far from them. If you happen to be some place and they appear, find some other place to be. You will live longer practicing that. Like everything else, the police are not what they used to be.

It is my understanding that police dogs are considered fellow officers, so, yes, barking at one or disrespecting one can land you in jail.
Last time I checked, it wasn't illegal to disrespect an officer of the law.

I'll never forget the time when my border collie spoke to me. I was sitting in my yard on a hot day reading a book in the shade when she strolled right up to me and start yapping about how hot she was and how she wanted some cold water.
I didn't have her arrested but I was pissed that she would have the audacity to speak to me as though she was another human.
She didn't get her water until she went back to whining plaintively - like a proper dog should.
