I don't believe so, though some in congress and others seem to think so.
For me, the whole point is transportation at the lowest cost. If a plug-in hybrid can do that, why is all electric or all gasoline inherently better regardless of cost?
I guess that's where we part ways on this... I understand the cost thing, but to me the trade-offs of a compromise yield generally poor results. The Dolt is not particularity good at anything, in any respect that a car can be measured.
It's not particularly good on gas while running on gas. It doesn't accelerate very well, either city of highway. The range, while on batteries is exceptionally poor. It's not very comfortable to ride in, nor is it much fun to drive.
I have driven a GEM...no thanks.
