The law, which passed in 2004, requires all schools that get federal funding to offer an educational program on the Constitution, but doesnt define what that is. Military training establishments aside, ironically, the states have never delegated to Congress, via the Constitution, the specific power to tax and spend for educational purposes. But since even school administators and teachers don't know the Constitution anymore, Congress gets away with such spending.
