The government cannot restrict your right to speech. Many people now get upset when non-government bodies restrict speech. The property owner (such as a junior college) tries to restrict speech, and people start screaming.
I may not like all the end results, but I try to remember which parts of the Constitution limit the government, and which parts allow citizens to make their own choices. My religion is my choice (all the time); my speech is my speech (unless the owner of the property wants me to shut up).
Maybe I’m wrong but since a college gets government funds wouldn’t that make it a public place and therefore a ‘free speech’ area?
Your implication is this is a case of a property owner restricting speech. The story doesn't indicate if the junior college is private, so, I googled the name of the college, and it's part of the California Community Colleges System. The property owner is the State of California that's trying (successfully) to restrict speech. I dunno, seems worth screaming about.
Most junior colleges are government agencies.
