There is probably more to the story. I don’t think cops were called because a 3 year old wandered off one time.
Some kids that young just should not go to a sit down restaurant.

A Vietnamese friend who was far too old to be a new daddy imported his new wife and 3 year old from VN. My wife and I took them to dinner in a small café. The kid industriously shredded a napkin. I caught her eye and said, "Thats' not good," in Vietnamese(she had no English) and she did not do it again. Over three more such occasions we repeated for other unacceptable but normal 3 YO behaviour. After that she was quite ready for white tablecloths and linen napkins.
First generation Việt kids are unbelievably well behaved and/or adaptable. Third generation kids are more American.
