End of year money. Need to spend it all, right? Because if you don’t it’ll lead to reductions in next years budget. Classic example was DoD buying 100 years worth of mainframe punchcards in the mid 1970s.
Add to that all of the end of FY activity to make sure that annual checklists/training/mandates are completed. GS15s and SESers don’t like getting dinged because their organization forgot to run it’s shelter in place drill.
