This is a woman, who has never been anything but a woman.
Recently, she has started grooming and dressing like a man. There were no "surprises" for the school or for her husband. She hasn't yet undergone the process of hormone "therapy" or doctor assisted self-mutilation.
Essentially, she's off her rocker. These days, that's not a very exclusive club. The UK paper (or at least this reporter and editor) are apparently confused. Here is a variant on an old story for any FReepers who might be confused.
Lincoln: "Mr. Cameron, if a woman calls herself a man, how man testicles does she have?"
Sec'y Cameron: "Well, two, I guess."
Lincoln: "No, she still has no testicles. Calling a woman a man doesn't make her one."

It is confusing but at the very end of the article it reads this:
“In a bid to complete his male-to-female transformation he now hopes to get hormone treatment and surgery.”
The person who wrote this keeps referring to “Heather” as “He” and I believe this is why it’s confusing.
