I have worked on many systems implemtnations in the federal gov that have failed. This is mother of all system implentation and have a feeling in a couple of months the individual mandate will be lifted himself becauses of these systems problems.. Some of these problems seemed basic which means the complexity of this system is going to sink it.
So? how does that help anyone? Those who are losing coverage now won't get it restored. Rate increases that we can't afford won't be rolled back.
It simply means now that, while we can't afford insurance because the government has wrecked the health industry, we will no longer be required to pay a fine to the government for not having the insurance it destroyed.
You can't put the toothpaste back in the tube. The health care delivery system in this country is on life support.

I had the same thought, but apparently there are dozens of “Authorized” private companies that are providing access to the “exchange” for Individuals.
These seem to be technology companies that present themselves as insurance companies.
Their risk model has nothing to do with insurance and everything to do with collecting fees for enrolling people.
Fees collected by facilitating enrollment and the risk will be born by the Government/Tax payer.
