I don’t understand your point. Two weeks before the end of the fiscal year seems an appropriate time to anticipate a shutdown, particularly given the breakdown in negotiations. If it's all so appropriate and legitimate, why is it government has totally mismanaged budgets and debts for decades now? Why were they not able to anticipate the obvious?
