No he's not. He's extremely smart. The most dangerous people in the world are smart people who do not mean well.
He's lazy when it comes to genuine productivity. He has zero motivation to do that which benefits mankind. He has no desire to create anything good that will build up America and honor her foundations and traditions.
Now as far as malevolence is concerned, BO is abundant with initiative. He derives pleasure from destruction. It's his dream job, especially because 1) he can delegate chaos to his willing minions, and 2) doing nothing at all can generate results. For example, ignoring the phone and getting a good night's sleep ahead of a Vegas fundraiser = people die because he did not a thing. Incompetent to create but plenty competent to destroy. Corruption is a necessary strength and skill.
He lets others do his evil while he never seems to know anything at all. Intelligent, cunning, *and* lazy. How long before one of his own gets fed up with his arrogance and sloth?

It’s pretty simple, actually: he’s evil and doing the Devil’s work.
