If she’s a real person, my guess she’s some foreigner who ended up on the “1001 stock photos” CD the Obamanites used for the website.
Like they would care if some poor random lass became the infamous, ubiquitous face of Obamacare. It looks like the type of generic “smiling person” photo that would appear in a university magazine or catalog.

But I think she is very like him, she is slender and very graceful. Obama should have been a fashion model, and I’m not being sarcastic. He would have needed an ear-job, but that’s no big deal.

The mystery behind her disappearance isn't much of a mystery. Her image was being used for humorous meme jokes faster than you can re-subtitle Hitler in the bunker.
The president's people may not know anything about making a website, but they do understand branding. The mystery girl is just another reminder of a bad experience.
