Not an authority on this issue (as I’m fully divorced from Windows and PC), but I believe NOT. A quick Bing search revealed nothing on my end.

If you’re interested in a free alternative to Office on Windows, Libre Office gets rave reviews.

Does apple have an iWork for Windows

Not just for Windows but for anything with a browser. It's called iWork for iCloud. Still in beta, but Apple actually demoed this running on a Windows PC at their announcement event last month.
