I know DBA’s at work who say the same thing. I caution them though, we are talking about government and shifting requirements that would render any normal plan moot. Once they got their fingers in it, all “normal” design plans would be out the window. Failure to comply means you’d lose the contract and probably not get paid for work done.

But you and I know it could be done for (relatively) minimal cost.
