What you describe is mostly what is called “space management”, which means to prepare the area for the NEXT snow and drifting, leaving extra space for more piles.
Places like Des Moines don’t get it, so streets and roads, driveways and sidewalks, get narrower and narrower until a complete snow melt.
A few years ago, the snow was so high, that when I set my snow blower to shoot it as high as possible, it could not get to the top of the pile, and simply cascaded back into the machine...so it was sort of mobile storage on the side of the snow hill, always in motion, until the snowblower ran out of gas.
