Managing the estates of orphans is one duty of what is sometimes called Orphans Court, sometimes Probate Court, sometimes Surrogates Court, sometimes Chancery Court. The names vary all over the place, more so than any other court to my knowledge.
The basic duty is to manage trusts, wills, and estates (including those of orphans). Around here, they also issue marriage licenses and pistol permits, and in smaller counties they do traffic tickets. Marriage licenses I can see (sort of a new estate) but I think they just do pistol permits and traffic tickets because of what we all know flows downhill.
