In the novel "Unintended Consequences" by John Ross, this incident is touched upon. The beginning of the novel is really a collection of historical events which demonstrate that the US government is out for itself (always has been) and does not care about individual citizens.

And then the government decides to mess with Henry Bowman.

Bad mistake.
