It didn't hurt the mayor. It annoyed him. That is all that is required for the moment. Some kind of payback is required in any situation where a lesser pol doesn't jump to the bigger pol's tune. It may not appear to hurt but sserves as a warning. Sometimes a bridge gets closed, sometimes a car blows up or hits a tree or maybe a pet gets pơisoned. Something unpleasant has to happen. You must live in a small town or rurally if this is all such a mystery to you.
