Perhaps the local militias or vigilantes are whacking the Mexican cartel members and taking their guns and ammo? The cartels typically get theirs from the Mexican government (through theft or illegal purchase), defecting soldiers or law enforcement, or smuggling them in. It's unlikely the Mexican government would permit mere civilians access to arms, so there's a guerrilla war being waged on the cartels for their arms and ammo.
