Probably a little, but its important to keep two things in mind.
1) they have been preoccupied with a terrorist threat. The greatest thing Beijing had to worry about was smog.
2) Russian bureaucracy is nowhere near as efficient as China’s
I think in the end, people will have a great time
... unless the black widow strikes.
I suspect Russia does far better with security than they do with hospitality.
