Stephen Ross, the team owner, is the only person who can overrule Philbin on a decision like that.
If Philbin really wanted to cut Incognito in 2012, Ross has never made a public statement about it that I know about.
And Jeff Ireland, the GM at the time, as far as I know has never made a public statement about that.
I know the Offensive Line coach and the Offensive Coordinator both said Philbin had not discussed that with them.
Most Important - Incognito started 31 of 32 games for the Dolphins in 2010-2011, at both OG positions and Center, and he made the Pro Bowl in 2012.
So, I think Philbin may have had an immediate emotional reaction to the 2012 incident, but I doubt that emotion lasted very long.
