It will never happen, but in the case of children whose parents cannot be bothered to teach them numbers, letters, names of commonplace items like tomatoes, colors, etc., perhaps the best this that could be done would be to take the kiddies away from their parental units and plunk them down into adoptive families who will do a proper job of raising a human. The situation such kids find themselves in was helped along by the libs in power. In spite of that (and in spite of their need for a traditional family life), I suspect that they know what a tomato is at the very least.
