Police are allowed to lie to peasants, so I just assume that this is a lie.

After, the Austin PD later lied about what the donutmunchers were doing there in the first place.

She was being kidnapped by strange men in funny-looking costumes. Some people are scared of clowns, and THEIR funny-looking costumes. Clowns aren't as dangerous, of course.

Actually, I would suspect that the fat pervs were probably hitting on the hot chick jogger in their own inimitable donutblob way.
