No,not in larger cites. The SPCA will not pick up dogs and charges a hefty fee if you bring a dog in. As to the Animal Control, they don’t. You are on your own.
Do you have a citation/link for that? I am not aware of that policy.
ok. we see spca pick up vans ... so the implication is that’s what they’re doing...
but i really don’t know for sure.

there are often private operations that care for animals and then adopt them out. we got two lovely cats from such a lady....you may wish to look for someone like her
