I think tweeting their home address, even though publicly available, in a politically charged atmosphere, could be construed as inciting to violence.

The fact that they probably received actual threats after the tweet, and probably had not prior to the tweet, confirms that Roseanne's actions did incite to violence. And it's reasonable to believe that Roseanne's intent in tweeting the address was to incite violence.
