I know nothing about this, but I found a link.

Someone receiving VA care should probabley read this to determine any details that would apply.

How Does ACA Affect VA Health Care?
In general, ACA does not appear to affect current
VA health care benefits, eligibility, or cost to
beneficiaries.
However, the VA anticipates a net increase in enrollment as a result of the ACA. It could be
assumed that one reason for this increase is the individual shared responsibility provision in the
ACA, which requires each individual to have minimum essential health coverage, qualify for an
exemption, or pay a penalty when filing his or her federal income tax return.

VA, the increase will result from eligible non-enrolled veterans enrolling in the VA health care
system to avoid the shared responsibility payment.

You'd think the govt would know whether or not TRICARE for life qualifies.

I looked at one of the footnotes for this paper. SECDEF Gates declared that TRICARE meets ACA requirements. So it begs the question: What is the utility of sending this form out?

Also, there is nothing in the letter suggesting that any veteran is REQUIRED to fill out this form and send it to the VA. Something is fishy.
