When an agency is into spying, everything is game. One never knows what information an ex-president may have. Whether one liked President Carter, he has a right to privacy. Period.

Government tends by its very nature to attract people who want to govern -- run other people's lives, in other words. It should be an urgent priority to discourage that sort of people from government service. They are supposed to be there to serve, after all, not rule.
