Slow drivers should stay to the right lane. They often don’t, lingering smugly in the left. Around the WDC area they have a term for it “Nestering”. There used to be this retired government “public servant” named Nester who spent his retirement years driving all day in the left lane of the beltway, driving the speed limit and jamming traffic behind him.
