I believe that H0lder was involved in at least structuring the Rules of Engagement for both.

Jesse has been after the feds for years and has repeatedly embarrassed the FBI and the federal gov regarding their role in OKC. He proved in court that the FBI uses a secrect network drive not given to defense during discovery, among a host of other findings.
Jesse won a lawsuit against the dept of corrections for his brothers murder. Eric holder was in charge of the cover up and compared the effort to preparing for D Day. He also recommended to his agents things to do and not do calling them trentadue and trentadonts.

The problem with Bush, well all the Bushes is they have the values of Connecticut Yankees and living in Texas has not bred it out of them.
They actually despise the Texas Rednecks and for that matter since I am from Florida, the Florida Crackers. They did not grow up around Blacks, many of whom we loved but many of whom we knew to watch out for.
