Other measurements taken in the period 1930 to 1950 saw variations ranging from 315 ppm to more than 470 ppm. The report about 800,000 years since it was measured at or above 400 ppm is false propaganda.

Not much, but that period (800K years ago, the Quaternary Informal Sub-Era) did see the rise of Homo Erectus and various associated settlements. Some 20K years later they mastered fire, about the same time the Earth's magnetic field reversed.
Some 100K later saw the rise of Homo Heidelbergenis. But then that was long after the period in question.
