No, he acted suspicious in how he approached her.

And her suspicion wasn’t unreasonable, since cops long ago proved themselves untrustworthy. Predatory and agressive behavior by cops is hardly unknown.

Every police motorcycle is equipped with a PA system. Let's INITIALLY give the office the benefit of the doubt..she was walking on the wrong side..a safety issue for her..or there may have been reports of strangers seen in the area, or recent burglaries, whatever..so he's doing his job..maybe he thought his initial approach..."ma'am I need to speak with you" was lighter..she'd come up to him..he'd tell her to be careful..then ask her for ID..to make sure that she in fact belonged in the area...he's doing his job proactively...sh'ed be on her way in about 30 seconds.

Once he sensed her nervousness, instead of following her, he just stops the bike, gets off it, turns on the PA system full volume, and tells her, MA'AM I'M A POLICE OFFICER, YOU NEED TO STOP AND COME HERE AND SPEAK WITH ME.

Problem solved..
