Ex-snow czar scored OT, but didn’t use time sheets

The city’s former snow czar never filled out his department’s time sheets but collected more than $13,000 in overtime last year and scored a hefty vacation and sick time payout upon resigning when Mayor Thomas M. Menino left office, the Herald has learned.

Elmo Baldassari, Men­ino’s deputy commissioner for Public Works, who took home $138,548 last year, 
received a $37,613 payout, including $26,645 in un­-used sick time, after he 
resigned. In 2012, Baldassari was his department’s highest-paid employee, earning $9,586 in overtime on top of his $122,217 base pay.

“We are a very decentralized business, like many businesses, so time reporting is up to the department,” said Meredith Weenick, the city’s chief financial officer under both Menino and Walsh, who was unable to explain how Baldassari merited overtime and sick pay without time sheets.

In contrast, other high-ranking public works officials — superintendents, supervisors and inspectors — whose names appear on the same time sheets as Baldassari’s blank entries regularly signed in and out of work, listing both their hours worked and those days — or even hours — that they took off for family medical leave, sick, vacation and personal time.

“If a department head is signing off on payroll, and they are looking at a report and they are verifying that is accurate, that is binding. They are saying what is on this report is true, under pains and penalties of perjury,” Weenick said.

Repeated efforts to reach Baldassari for comment were unsuccessful.

What ever happened to Mayor Curley's snow removal approach?

Actually that quote is attributed to Jasper McLevy, the socialist Mayor of Bridgeport of which he ruled for 24 years ending in 1957. He was the highest level elected socialist official in the United State for years on end
