Actually, they DID have the power to ban alcohol, by Amendment to the US Constitution. The fact that they couldn’t enforce it was the prime driver in the rescission of that Amendment.

Actually the ban was on the manufacture and sale of alcohol, not the consumption. A moot point but one that kept a lot of thirsty citizens, my folks included, out of the graybar hotels.
