Article 1, Section 8 of the Constitution does not give congress any power to legislate about food or drugs. That is a State police power, and rightfully belongs at the State level.

Everyone would be happier if counties had more power than the state or federal level. Counties now have more people than the original states did. Conservatives want less government and leftists want more. Each could have their wish because leftists are highly concentrated in the big city counties. Most political conflict comes from leftists trying to impose their big gov lifestyle on those outside their county lines.
