It's not who cast the votes Comrade, it's who counts the votes. When they announced yesterday that the vote would be impounded while the previous ruling was reviewed, you know they were just looking for room to adjust the ballots.
I would suggest that the Universities simply convert the scholarships to licenses on the knowledge that the athletes receive while 'employed', and collect on said license for the rest of the athlete's career.
