The cop needs to go...no doubt. But you can’t look at that picture and say whether or not their was resistance.

I hope this picture costs that pig his job. He doesn't deserve to wear that badge. He was probably pissed off he had to put down his donut and do some work. The other two cops should have told him to stop choking the guy. I'll bet they lied about what happened on the arrest or incident report. That will get you fired too.
