A Bullet Proof Vest that does not protect the heart area?
I’ll take 2! They make great gifts!

The better vests have kevlar panels inserted into compartments in such a way that good coverage is achieved over the majority of the torso with the exception of where the wearers arms stick out. Then there are often pockets on the front and back for plates that defeat most rifle rounds except for armor piercing. A lot of (stupid) guys with no grasp on reality buy a plate carrier and one or two plates because they can get away with that for a couple of hundred dollars....and still say that they have a "bullet proof vest". In truth, it's debatable and nothing is bullet proof, but merely bullet resistant. A real NIJ TL-IIIA (National Institute of Justice rated Threat Level IIIA) vest WITH plates will run somewhere between $700 and a little over $1000, depending on where you buy it from. But if I had to guess, I'd say the knucklehead is like a lot of guys I've seen who only buy the plate carrier and a plate or two, which they often times wear too low and often times the top of the heart does indeed lay exposed over the top of the plate...whereas on a better TL-IIIA vest with plates, the kevlar would have stopped the round even if the round didn't strike the plate.

What I'm saying is that the guy probably only had a plate on his front-side...no matter what sort of vest it was in...and she missed it... shot high... and pierced the top of his heart.

I sounds like a real "Hold mah beer" moment to me.
