The San Onofre nuclear power plant has been decommissioned and if a central repository for nuclear waste is ever established the spent fuel will be move off site as well, so I don't know why this is being used as an example.

We had a central depository for nuke waste, until Scary Reid talked the hero of Benghazi into closing Yucca Mountain.

Wouldn’t be surprised to find Reid owns all the land around the site. Or some Chinese company with his son or daughter on the board.
