Can they ban seat kicking?

Hell no and I did it all the way to some place a few years ago. Some college jock sat in front of me and laid his seat back as far as he could so he could sleep. He got no sleep at all that trip. I kept “adjusting” slightly bumping his seat the whole trip with the occasional (every 3 min or so) jolting knee kick in the back of his seat. I loved every mintute of that flight :)

They sell devices (two to a pack) that you can attach to the seat frame in front of you that does not allow the seat to recline at all. My mother bought some and gave me a pair but I have yet to use them. The “What is it” segment of Ask This Old House had these as the what is it item on one of their shows.
