Brothers charged for 'scaring the hell out of people' in fake kidnapping in Washington state

Previously City Attorney Craig Ritchie said "scaring the hell out of people is not a crime." But he reconsidered after reading the police report about the April 13 incident that alarmed onlookers at Carrie Blake Park.

They are lucky they didn't get shot.
This wasn't a "Hah hah frat bros 'kidnapping' a pledge" prank.
They pretended to kidnap a small child.

They are lucky they didn't get shot Or get beaten, badly beaten. The "kidnapping" of a child is something that would motivate everyone present to take serious action.
