Why bother with the fines if you aren't going to enforce them? They tried fines with this woman. She thumbed her nose at them. You'd just say 'OK' at that point?

My My...lots of folks on this thread want to lock ‘em up. How many of you have spent time in the can? Sheesh..If they work...garnish wages. If on Welfare take it out of her monthly check. If they own property sheriffs sale. If not jail them and let them die.
