Thanks for pointing that to me. Way too much stuff going on right now...

The VP plus at least half of the Cabinet heads, or whatever body Congress specified. If Obama claims he is able, he reclaims control unless the VP and half of the Cabinet heads (or whatever body Congress specified) says the disability still exists - in which case Congress decides if Obama is disabled from doing the duties of the office. It takes 2/3 vote of the House and 2/3 vote of the Senate to say he is disabled.

So that’s even harder than impeachment. But if he tried to attack the US it would be possible to keep the nuclear football from Obama = IF half of his Cabinet members turned on him. AND if 2/3 of both the House and Senate voted against him when he protested that he was fine.

Do you know if Congress has ever specified a different body for deciding if the POTUS is unable to do the Presidential duties?

No, it's always (well, since the 25th was ratified) been the Cabinet.
