I've been watching the weed harvesters out on the lake today and they seem terribly inefficient. They have to return to shore to offload every 5 minutes or so and they're sloooooow.

Brett Favre's brother already made one built into the bow of a tanker ship which collects, separates the oil from the water, and puts the water back into the estuary cleaned of oil.
But the EPA will not allow it to be used in oil spills because it wasn't their doings, or public money spent. As a matter of fact the thing makes a profit by collecting the oil for refining.

Baltimore’s Inner Harbor seems to get a “floater” every day or 2 in the summer. Fattens up the crabs.
Wonder if they are part of the 45,000 tons?

Wet trash is heavy. Not that heavy. . . I might see it per year, 45,000 metric tons a day is equivalent of the displacement of a US Navy Nuclear Aircraft Carrier every two days. . . and they'd have to haul that pile of rubbish away each and every day.
How many dump truck loads a day? Let's see. Dump trucks usually handle 6 cubic meters (which is convenient for our calculation). . . Which would weigh 1000 kilograms per cubic meter if it were pure water. But since this trash is made of miscellaneous water-soaked debris that floats on water, let's estimate it at a lighter 750 Kgms per cubic meter. Therefore, each dump truck could carry (6 x 750 Kilograms = ) 4.5 metric tons of the 45,000 tons scooped up by this water wheel waste system each day. Ergo, It would take 1,000 dump truck round trips to the land fill per day to handle the detritus collected by this device.
Oh, and think about this. There are 86,400 second in 24 hours. 86,400 second divided by 45,000 metric tons equals one metric ton every 1.92 seconds. Is this flotsam crowding and jostling for position in a desperate dash to be picked up? A truck has to be loaded and move out approximately every 9 seconds. . . 24/7. Powered by water and solar?
Yeah, sure. I smell fraud.

At first I thought it had to be journalistic malpractice, but no. . .
This is targeted to low information Green voters.
The ICD-10 code my girlfriend and I came up with:
321.0 SPLAT Liberal Cerebral Defenestration (LCD) or Liberal Acquired Brain Absence (LABA), Complete loss of rationality, cognition, and cerebration due to keeping mind so far open that brain falls out. First and subsequent encounters.

Aha! It is journalistic malpractice as well as errors compounded by the so-called "co-inventor of the device"who most likely was a gopher for the real engineerswho blew all kinds of green unicorn farts about its miraculous capabilities. ROTFLMAO!
I found an article from May 2014 says the device would remove 50,000 pounds per day. That's 22,700 kilograms, 22.7 metric tons. Almost 2,000 times less capacity than the posted news report claimed.
